Tokom jula kulminirala je represija nad građanima koji, širom Republike Srbije, izražavaju pravo na protest. Beogradski centar za ljudska prava podneo je više krivičnih prijava. Nacionalni konvent o Evropskoj uniji ukazao je na činjenicu da se među policijskim jedinicama angažovanim za razbijanje demonstracija ,,nalaze lica bez vidne identifikacije, za koje postoji sumnja da nisu pripadnici regularne policije”. Mreža SafeJournalists, određujući se prema ubrzanom porastu broja napada na novinare, iznela je stav da je situacija u Srbiji izmakla kontroli. Nezavisno udruženje novinara Srbije od početka godine zabeležilo je više od 160 slučajeva pritisaka i napada na novinare, dok je u celoj prošloj godini evidentirano 166. Mreža Media Freedom Rapid Response (MFRR) kritički je reagovala na Izveštaj Evropske komisije o vladavini prava za 2025. godinu.

Teme Monitoringa bile su i pomilovanje predsednika Republike Srbije Aleksandra Vučića dato četvorici aktivista Srpske napredne stranke kojima se sudilo (po optužbi) da su u noći između 27. i 28. januara, u Novom Sadu, bestijalno pretukli studente koji su lepili plakate kao najavu za protest, u tom napadu jednoj studentkinji polomljena je vilica; zatim napad pripadnika Žandarmerije na Vuka Cvijića, novinara redakcije nedeljnika Radar; fizičko nasilje pripadnika policije nad fotoreporterom Aleksom Stankovićem; napadi na Nenada Nešića i Aleksandra Cvrkotića, novinara i snimatelja TV N1,  i Dragana Jekovića i Nebojšu Jovanovića, dopisnika i snimatelja TV Nova; privođenje novinara medija Radnički list Kolubara Dragoljuba Đorđevića; sprečavanje izveštavanja fotografa studentske inicijative Poljoprivredni fakultet u blokadi.

U Monitoringu medijske scene u Srbiji za mesec jul 2025. godine čitalac se može informisati o pretnjama upućenim Savi Majstorovu, novinaru portala Soinfo iz Sombora; o ometanju izveštavanja Žarka Bogosavljevića, glavnog i odgovornog urednika portala Razglas news; o napadu na Stefana Miljuša i Aleksandra Krstića, novinara i snimatelja redakcije medija Insajder; o napadu na Jelenu Stojković, novinarku Večernjih novosti; o sprečavanju izveštavanja Sofije Vukajlović, novinarke medija FonNet; o dronovima koji su nadletali kuće novinara i aktivista u Zaječaru; o pretnjama upućenim redakciji TV N1; o targetiranju Verana Matića od strane predsednika Republike Srbije Aleksandra Vučića; o ,,prijateljskom upozorenju” datom Ljiljani Stojanović, glavnoj urednici Regionalne informativne agencije JUGpress; o pretnjama upućenim novinarki Kristini Demeter Filipčev.

Čitalac Monitoringa upoznaće se sa tokom postupka u slučaju napada na snimatelja Mirka Todorovića, slučaju ometanja izveštavanja novinara TV N1 Mladena Savatovića, slučaju lepljenja poternica sa likom novinarke Isidore Kovačević, slučaju napada na Vladimira Mitrića, dopisnika Večernjih novosti, a informisaće se i o uvidima do kojih se došlo bacanjem novog svetla na neovlašćeni nadzor koji sprovodi BIA.

I u ovom Monitoringu posebno mesto ima podsećanje na postradale novinare na Kosovu.

Najvažnija dešavanja u procesu izbora članova Saveta REM-a i pogled na tužbe sa karakteristikama SLAPP-a (ovog puta reč je krivičnoj tužbi kompanije Starting protiv Sofije Bogosavljev, novinarke portala KRIK, i o prvoj pravnosnažnoj presudi u parničnom postupku protiv Verice Marinčić, glavne i odgovorne urednice portala IN Medija) – takođe su našli mesto u Monitoringu medijske scene za mesec jul.

Ova publikacija objavljena je uz finansijsku pomoć Evropske unije i Norveške i Balkanskog fonda za demokratiju, projekta Nemačkog Maršalovog fonda SAD. MEDIA SCENE OF SERBIA IN JULY 2025

ANEM monitoring report for July 2025 on freedom of expression, old and new regulations and analysis of SLAPP lawsuits

During July, the repression targeting citizens who expressed their right to protest throughout the Republic of Serbia culminated. The Belgrade Center for Human Rights filed several criminal charges. The National Convention on the European Union pointed to the fact that among the police units engaged to break up the demonstrations, "there are persons without visible identification, who are suspected of not being members of the regular police". The SafeJournalists network, judging by the rapid increase in the number of attacks on journalists, expressed the view that the situation in Serbia is out of control. Since the beginning of the year, the Independent Association of Journalists of Serbia has recorded more than 160 cases of pressure and attacks on journalists, while in the whole of last year it recorded 166. The Media Freedom Rapid Response (MFRR) network reacted critically to the European Commission's Report on the Rule of Law for 2025.

The topics of the Monitoring are the pardon of the President of the Republic of Serbia, Aleksandar Vučić, granted to four activists of the Serbian Progressive Party who were tried (on the charge) that on the night between January 27 and 28, in Novi Sad, they brutally beat students who were pasting posters as an announcement for a protest, in that attack one female student's jaw was broken; the attack by members of the Gendarmerie on Vuk Cvijić, Radar weekly investigative journalist; physical violence by members of the police against photojournalist Aleksa Stanković; attacks on Nenad Nešić and Aleksandar Cvrkotić, TV N1 journalist and cameraman, and Dragan Jeković and Nebojša Jovanović, TV Nova correspondent and cameraman; the arrest of Dragoljub Đorđević, Kolubara Workers Magazine journalist (Radnički list Kolubara); preventing the reporting of photographers of the student initiative Faculty of Agriculture in Blockade.
